After the COVID-19 pandemic, the green fee per team soared to 2 million won due to the unrestrained greed of Korean golf courses. There are many voices of criticism that the neglect of indifference by the government and local governments is playing a big role in this situation. It is time to present a new blueprint for the centennial of the development of the Korean golf industry.

South Korea's golf population is soon to reach 6 million. With 6 million golfers, it accounts for about 12% of the total population (50 million). This means that out of 100 people, 12 are visiting golf courses. People of all ages and genders enjoy golf, and it has firmly established itself as a popular sport for the masses. However, the golf-related regulations in Korea remain largely unchanged for over 60 years since they were established in the 1960s and 1970s, when there were few golfers and the sport was considered a luxury for the wealthy.

 

Korean golf courses are taking advantage of the overflowing demand by continuously raising golf fees, including green fees. As a result, the discontent and grievances of 6 million golfers are soaring. The international competitiveness of Korean golf courses is declining. As soon as the COVID-19 situation is resolved, golfers are flocking overseas, leading to a continuous outflow of valuable dollars. Overseas golf trips become a factor in emptying the foreign exchange reserves. Despite this, domestic golf courses continue to indulge in extravagant spending. There is no initiative for voluntary improvement. The government and relevant authorities are neglecting the issue. It cannot be overlooked as a serious dereliction of duty.

 

From the perspective of a golfer who loves the sport, I have decided to launch a series titled "<If I Were the Minister of Culture, Sports and Tourism>" through "Maudae's Life Golf." Of course, I cannot address all the problems of the Korean golf industry alone. However, with the determination and respect to provide a starting point for the magnificent development of the Korean golf industry, I have decided to take a big step forward.

"Why did I decide to start a planning series?"

I aim to clearly present the current status of golf courses in South Korea through this planning series. With greens fees soaring to 1 to 2 million won per team, unjust cart fees, and golf courses exploiting exorbitant prices under the guise of guest rates, the dissatisfaction and resentment of the 6 million golfers in South Korea are skyrocketing.

Yet, the government and local authorities respond with indifference or, at best, with inadequate and piecemeal approaches, allowing the tyranny of golf courses to continue unchecked. This attitude is not only a serious dereliction of duty but also a form of neglect. What consequences does this attitude lead to?

 

The world is changing rapidly by the day. Every company must enhance its competitiveness through relentless efforts for management improvement, or else, it cannot survive. However, it seems that domestic golf courses are clinging only to fee increases without making any efforts for management improvement. They seem content with a management style akin to treading water.

 

Hence, it's inevitable that the international competitiveness of Korean golf courses will decline. Why should Korean golf courses charge greens fees that are two, three, five, or even eight times higher than those in Japanese or Southeast Asian countries? Why should they charge cart fees of 100,000 to 120,000 won per team? Why charge caddy fees of 150,000 won each without considering implementing a no-caddy system? Why charge 15,000 to 20,000 won for a bottle of makgeolli or 20,000 to 30,000 won for a meal? Why should golfers have to spend 300,000, 500,000, or even 1 million won just to play golf? This is why they face criticism for the level of plunder and exploitation.

"If the misguided management practices persist, the public's scrutiny will only grow colder"

The erratic fee hikes by golf courses, without any signs of abating, are reaching a point where the cost of a round is equivalent to the monthly allowance, food, and living expenses for ordinary citizens. So, how do the working class view these golf courses? How chilly is the reception towards golfers frequenting such places? Why should the public sports enthusiasts and golfers bear the condemnation that the golf courses deserve?

While golf promotes health, its requirement to adhere to rules also fosters integrity, contributing to the cultivation of 'proper citizen spirit'. Golf can naturally serve as a constructive force in creating a healthy social community. However, its addictive nature often leads people to frequent golf courses. Exploiting this addiction, golf courses boast, "Even if you sit still, customers will queue up, so come if you wish, and don't if you don't." Isn't this a blatant abuse of power?

 

With the onset of the COVID-19 pandemic, overseas travel was restricted, yet domestic golf courses thrived under these circumstances. They seized the opportunity to fleece the wallets of golfers who were unable to enjoy their usual activities due to the pandemic. Now that the shock of COVID-19 has subsided and life is returning to normal, the unethical practices of golf courses persist.

As COVID-19 restrictions ease, golfers chant, "Overseas! Overseas!"

Currently, Korean golfers are flocking overseas, carrying their dollars with them. Golf courses in Japan and Southeast Asian countries are overflowing with Korean golfers. They find the green fees and other golf expenses cheaper and more enticing, leading them to develop a taste for golf abroad. As a result, hard-earned dollars are being freely spent at overseas golf courses.

This is not just a problem for golfers who can only enjoy the sport abroad. It leads to significant capital outflow, which, if left unchecked, could lead to serious consequences such as foreign exchange shortages. The issue of exorbitant costs at golf courses is not just about the unethical behavior of individual establishments—it's about thinning the wallets of 6 million golfers. It's about the serious trade deficit that could lead to foreign exchange shortages, forcing the country to borrow dollars from abroad.

"Allowing massive capital outflow is dereliction of duty"

If the government and local authorities continue to stand by until the country falters, they are engaging in serious dereliction of duty. To put it more bluntly, it's not just a matter of exploiting golf course profits, but a significant issue that is connected to the governance of the nation's existence. Therefore, the government and local authorities must no longer neglect this issue.

When observing the current behavior of golf courses, they are unlikely to adjust to 'reasonable costs' on their own. Someone will need to push them to make even the slightest adjustment. That someone should be the government agencies responsible for golf industry policies, local governments, and the golfers who refuse to patronize these establishments. However, it's not easy for golfers to engage in collective action. The reason golf courses operate recklessly is also due to exploiting this weakness of golfers.

 

The issue of determining golf fees at a reasonable level involves factors that cannot be frequently addressed. It requires changes in regulations within the national consensus. However, it cannot be left unattended, and it is undoubtedly a significant issue that must be corrected.

 

Therefore, the relevant authorities must form proper teams, prepare adequately, thoroughly investigate the inner workings of golf courses, and come up with comprehensive solutions. We, including the 6 million golfers in South Korea, eagerly await a well-thought-out strategy.

The formulation of measures is imbued with the earnest desire for the sustainable development of golf courses

This strategy is not intended to ruin Korean golf courses. It can be a strategy that contains the desire to develop into a 100-year company, a 200-year company, a 500-year company, and a 1,000-year company in the love of the people and golfers. Why can't there be a 1,000-year-old company among Korean companies? Is there a law that bans a 1,000-year-old company from entering the ranks of 1,000-year-old companies among Korean golf courses? If the government and local governments wake up and reflect on themselves, I believe that there can be a company that develops continuously for 1,000 years among Korean golf courses.

I urge the owners of golf courses to pay a lot of money to the golf course owners. The high cost you have received is not a chestnut in your pocket that you can freely take out and eat. Remember, it is a blood tear for 6 million golfers. It is an object of national resentment, and it is a "very bad traitorous act" that causes huge amounts of dollars to be thrown overseas, which could ruin the country in the end. Please keep in mind that if this continues, the entire Korean golf industry is growing a devastating bomb.

 

Six million golfers are looking forward to the day when they can enjoy golf at an affordable price. They want to see such golf courses excitedly take the lead in becoming a 100-year-old company, a 1,000-year-old company. The golf course's contribution to a healthy golf culture by taking the lead in strengthening the golf course itself. It is also joining the delegation to join the national and social development. We look forward to seeing the golf industry voluntarily carry out such a sport.

 

I hope that this special series will contribute to the promotion of the sound golf industry. I would like to shout "Fighting!" to Korean golfers who have endured all kinds of unfavorable conditions and are heading to golf courses. 대한민국 골프 인구는 곧 600만 명에 달합니다. 600만 명이면 전체 인구(5천만 명)의 12% 수준입니다. 100명 중 12명이 골프장을 찾고 있는 것입니다. 남녀노소 누구나 골프를 즐기고 있습니다. 이젠 골프가 확실한 대중 스포츠로 자리 잡았습니다. 그런데 한국 골프 관련 법규는 자동차가 몇 대 없고 부유층 등 극히 소수가 골프장을 찾을 때인 1960년대, 1970년대에 만들어진 뒤 50년을 넘어 60년이 지난 지금도 큰 변동 없이 방치되어 있습니다. 극히 시대에 뒤떨어진 '구닥다리 법규'로 지금의 골프산업을 관리하고 있습니다. 대중 스포츠임에도 호화업종으로 분류된 세정(稅政)의 대상으로 존치되어 있습니다.

 

국내 골프장들은 수요가 넘쳐 공급이 달린다는 점을 악용, 그린피 등 골프비용을 끝없이 올리고 있습니다. 이 때문에 600만 골퍼들의 불만과 원성은 하늘을 찌르고 있습니다. 한국 골프장들의 국제 경쟁력은 갈수록 떨어지고 있습니다. 코로나 사태가 해결되자마자 해외로 향하는 골퍼들의 행렬은 끝없이 이어집니다. 어렵고 귀하게 번 달러가 펑펑 유출됩니다. 해외 원정 골프가 '외환 곳간'을 텅텅 비게 만드는 요인이 됩니다. 이런데도 국내 골프장들은 '초비용 잔치'를 맘껏 즐기고 있습니다. 자발적인 개선책을 마련하려는 움직임은 전혀 없습니다. 정부와 지자체 등 관계당국도 이를 방치하고 있습니다. 심각한 직무 유기가 아닐 수 없습니다.

왜 기획시리즈물을 시작하게 되었나

저는 이 기획시리즈물에서 대한민국 골프장의 현주소를 적나라하게 제시하려고 합니다. 팀당 그린피가 100만 원, 200만 원까지 치솟고, 부당한 카트비 징수, 객단가란 이름으로 폭리를 취하는 골프장들의 영업형태가 극성을 부리고 있습니다. 이 때문에 대한민국 600만 골퍼들의 불만과 원성은 하늘을 찌르고 있습니다.

그런데도 정부나 자치단체 등 관계당국은 무관심으로 대응하거나 대응하더라도 부실하기 짝이 없는 단편적인 방식으로 접근하고 있어 골프장들의 횡포는 전혀 개선되지 않고 있는 것이 현실입니다. 이런 태도는 심각한 직무 유기이자 방임입니다. 이런 태도가 어떤 결과로 이어지고 있습니까.

 

지금 세계는 하루가 다르게 급속도로 변하고 있습니다. 모든 기업들은 피 말리는 경영개선 노력으로 경쟁력을 키우지 않으면 살아남을 수 없습니다. 그런데 국내 골프장들은 요금 인상에만 매달린 채 경영 개선 노력은 손 놓고 있는 듯해 보입니다. 땅 짚고 헤엄치기 식의 경영 방식에 안주하고 있는 것 같습니다.

 

그러니 한국 골프장들의 국제 경쟁력은 갈수록 떨어질 수밖에 없습니다. 왜 한국 골프장들은 일본 골프장이나 동남아 국가 골프장에 비해 그린피가 2배, 3배, 5배, 8배나 비싸야 합니까. 왜 카트비를 팀당 10만 원, 12만 원씩이나 받아가야 합니까. 왜 캐디피를 15만 원씩이나 받으면서 노캐디제도를 시행할 생각은 전혀 하지 않고 있습니까. 막걸리 한 병에 1만5천 원, 2만 원이나 받고 한 끼 식사 비용으로 2만 원, 3만 원 이상을 받아야 합니까. 왜 골퍼들은 골프 한번 치는데 30만 원, 50만 원, 심지어 100만 원이나 써야 합니까. 그래서 탈취와 약탈의 수준이라는 비난을 받는 것입니다.

"그릇된 경영 행태 안 멈추면 국민 시선 더 싸늘해질 것"

이렇게 마구잡이식으로 요금을 인상하는 골프장들의 그릇된 행태는 전혀 멈출 기색이 없습니다. 골프 한번 치는 비용이면 서민들의 입장에선 한 달 용돈, 식비, 생활비 수준입니다. 그러니 서민들이 골프장을 보는 시선은 어떻겠습니까. 그런 곳을 찾아가는 골퍼들을 보는 시선은 얼마나 싸늘하겠습니까. 골프장들이 받아야 할 지탄을 왜 대중스포츠, 골프를 즐기는 골퍼들이 받아야 하죠?

골프는 건강을 도모한다는 측면과 있지만, 스스로 룰을 지켜야 하는 특성 때문에 정직성을 키워준다는 측면에서 '올바른 국민 정신'을 자연스럽게 함양시킬 수 있습니다. 골프가 건강한 사회적 공동체를 만드는데 순기능적인 역할을 할 수 있는 것입니다. 그렇지만 중독성이 강해서 골프장을 찾고 또 찾게 만드는 게 골프이기도 합니다. 골프장들은 이 중독성을 악용하고 있습니다. "가만히 앉아 있어도 올 손님이 줄을 서 있다, 오려면 오고 싫으면 안 와도 된다."라는 통배짱을 부리는 것 아닙니까?

 

코로나 팬데믹이 덮치면서 해외로 나갈 길이 꽉 막혔고, 기막히게도 국내 골프장들은 코로나 특수로 초호황을 누렸습니다. 코로나로 옴싹달싹 못하는 골퍼들의 지갑을 탈탈 털어가는 기회로 악용했습니다. 이젠 코로나의 충격에서 벗어나 일상의 생활패턴으로 돌아왔습니다. 그런데도 골프장들의 나쁜 행태는 계속 이어지고 있습니다.

코로나 풀리자 골퍼들 "해외로! 해외로!"

지금 한국인 골퍼들은 달러를 싸 짊어지고 해외로 해외로 날아가고 있습니다. 일본과 동남아 국가 골프장마다 한국인 골퍼들로 넘쳐납니다. 그린피 등 골프비용이 싸서 좋고 그래서 골프를 칠 맛이 난다면서요. 이 때문에 어렵고 귀하게 번 달러가 해외 골프장에 마구 뿌려지고 있습니다.

이건 해외에서 골프를 즐길 수밖에 없는 골퍼들만의 문제가 아닙니다. 엄청난 국부유출로 이어지고 있습니다. 계속 방치했다가는 국내에는 달러가 씨를 말려 외환 부족으로까지 치닫는 문제로 이어지지 않는다는 보장이 없습니다. 골프장의 '초(超) 비용 문제'는 단순히 골프장만의 악질적인 행태로 끝나는 것이 아닌 것입니다. 600만 골프들의 지갑이 얇아지는 문제가 아닌 것입니다. 심각한 무역수지 적자로 이어지고 외환 부족에 따라 달러를 해외에서 빌려와야 하는 등 나라의 근간을 뒤흔드는 단초가 될 수도 있는 겁니다.

"엄청난 국부 유출 방치는 직무유기"

나라가 휘청일 때까지 방관하고 있다면 정부나 지방자치단체는 심각한 직무유기를 하는 것과 다름없습니다. 좀 더 격한 표현을 하자면 단순한 골프장 폭리 문제가 아니라 국가 존립과 연결된 '국가 통치차원'으로 접근해서 다뤄야 하는 중차대한 문제가 될 수 있습니다. 그래서 정부와 지자체는 더 이상 이 문제를 방치해선 안됩니다.

작금의 골프장들의 행태를 지켜볼 땐 그들 스스로 '합리적인 비용'으로 조정할 것 같지는 않습니다. 누군가 때려줘야 겨우 어슬렁 움직일 것 같습니다. 그 누군가는 골프산업 정책을 책임지는 정부 관계부처요, 지방자치단체이며 골프장 가기를 거부하는 골퍼들의 집단행동입니다. 그러나 골퍼들이 집단행동을 하기란 쉽지 않습니다. 골프장들이 막무가내식 영업을 하는 이유도 골퍼들의 이런 약점을 노린 측면이 강합니다.

 

합리적 수준의 골프비용 결정 문제는 자주 다룰 수 없는 요인을 안고 있습니다. 국민적 공감대 속에 법규를 바꾸는 등의 절차가 이어져야 하니까요. 그렇다고 마냥 방치할 수도 없고, 반드시 바로 잡아야 할 중차대한 문제임에는 틀림없습니다.

 

그렇다면 관계당국은 제대로 팀을 꾸리고, 제대로 준비해서, 제대로 골프장들의 내면까지 샅샅이 살핀 뒤 '한방'에 제대로 된 대책을 내놓는 전략을 펼쳐야 합니다. 저를 포함해 대한민국 600만 골퍼들은 제대로 된 전략이 나오기를 갈구하고 있습니다.

대책 마련은 골프장 영속 발전 염원 담겨

이 전략은 대한민국 골프장을 망하게 하기 위한 것이 아닙니다. 국민과 골퍼들의 사랑 속에 100년 기업, 200년 기업, 500년 기업, 1,000년 기업으로 영속 발전하라는 염원이 담겨 있는 전략이 될 수 있습니다. 대한민국 기업 중에서 왜 1,000년 기업이 나올 수 없습니까? 대한민국 골프장 중에서도 1,000년 기업의 대열에 들어가지 말라는 법이 있습니까? 정부와 지자체가 각성하고, 골프장이 반성하면 얼마든지 대한민국 골프장 중에서 도 1,000년 동안 영속적으로 발전하는 기업이 나올 수 있다고 봅니다.

골프장 사업주들에게 거듭 촉구합니다. 그대들이 후려쳐서 받아낸 고비용은 그대들이 맘 놓고 꺼내서 먹을 수 있는 '주머니 속 알밤'이 아닙니다. 600만 골퍼의 '피눈물'이라는 사실을 잊지 말아야 합니다. 국민적인 원성의 대상이요, 엄청난 달러를 해외에 뿌리게 하는, 그래서 결국 나라를 망칠 수도 있는 '아주 나쁜 매국행위'라는 점을 잊어서는 안 됩니다. 이대로 계속 가다간 결국 대한민국 골프산업 전체가 폭망하는 폭탄을 키우고 있다는 사실을 유념하기 바랍니다.

 

600만 골퍼들은 합리적인 가격으로 골프를 즐길 수 있는 그날이 빨리 오기를 학수고대하고 있습니다. 그런 골프장들이 100년 기업, 1,000년 기업으로 신나게 향해가는 모습을 보고 싶어 합니다. 골프장이 앞장서서 건전한 골프문화에 기여하는 것은 골프장 스스로를 강건하게 만들어줍니다. 이는 국가와 사회 발전에 동참하는 대행진에 합류하는 것이기도 합니다. 그런 운동을 골프 업계가 자발적으로 펼치는 모습을 기대합니다.

 

이 기획시리즈가 '건전한 골프산업 육성 운동'을 촉발하는 데 기여하기를 소망합니다. 온갖 악조건 속에서도 꿋꿋이 버텨내고 골프장으로 향하고 있는 대한민국 골퍼분들에게 "파이팅!"을 외쳐주고 싶습니다. 대한민국 골프장들이 미래지향적이자 지속가능한 발전을 도모한다면 600만 골퍼는 물론 국민적인 박수를 받을 것입니다.
