Seeing the behavior of a certain golf course in the Seoul metropolitan area left me utterly breathless <51>

In late May 2023, I played a round of golf with friends at a golf course in Pocheon, Gyeonggi-do, far from Seoul. This golf course displayed typical profiteering and high-handed behavior of Korean golf courses by posting unilateral notices of green fee and caddy fee increases on its website. The photo shows a view of the golf course shrouded in thick fog, making it difficult to see even a short distance ahead.

Recently, a friend from Seoul suggested we play a round of golf at a public golf course in Pocheon, Gyeonggi Province, at the end of May. Having mostly played at golf courses in the Busan, Gyeongnam, and Ulsan areas, I was curious about this course in Pocheon, so I visited its website. Pocheon is quite a distance from Seoul, located on the outskirts of the metropolitan area.
Despite its location, I was shocked by the posted costs on the website. It was a moment of realizing firsthand the exorbitant green fees of public golf courses in the metropolitan area. While I cherish meeting with my dear friends and will indeed go to this course, the thought of facing the greed of the golf course again made my heart heavy.
It's often said that being born in Korea and picking up a golf club makes one a "cursed" individual. I found myself in this unfortunate situation, feeling like a criminal for simply wanting to play golf. It's shameful and embarrassing that in Korea, playing golf seems to be a "heavenly punishment." The 6 million golfers, including myself, are helplessly punished due to the government's neglect and the excessive greed of golf course operators.
Today, I intend to expose the inner workings of this golf course to highlight how severe the exploitation by Korean golf courses has become. This is a public golf course with 27 holes. From the notices on its website, it appears that the customer, the golfer, is of no concern to them. Firstly, to book a tee time, you can only do so via phone and fax; online booking is not available. While nearly all golf courses adopt online booking to prevent fraudulent reservations, this course allows only phone and fax bookings, suggesting a possibility for backdoor deals and other improper methods.
Let’s take a closer look at the green fees for this golf course. According to their notice for May 2023, the weekday rates are as follows: First team to 7:00 AM costs 160,000 KRW, 7:01 to 7:59 AM costs 180,000 KRW, 8:00 to 8:50 AM costs 190,000 KRW, 11:40 AM to 12:59 PM costs 210,000 KRW, and 1:00 PM to the last team costs 200,000 KRW. On weekends (Saturday, Sunday, and holidays), the rates are 240,000 KRW for the first team to 7:20 AM, 260,000 KRW from 7:21 AM to 12:30 PM, 250,000 KRW from 12:31 PM to 1:20 PM, and 240,000 KRW from 1:21 PM to the last team.
Adding the cart fee of 90,000 KRW per team and caddy fee of 150,000 KRW, it means that on weekdays, each person has to pay between 240,000 KRW to 270,000 KRW, and on weekends, each person has to pay between 300,000 KRW to 320,000 KRW. Including food and beverage costs, each person ends up spending between 350,000 KRW to 400,000 KRW. When you add the cost of fuel and tolls to travel from Seoul to Pocheon, the total cost for a round of golf can reach between 400,000 KRW to 500,000 KRW.
The problem is that this golf course is not a membership club but a public one. What is the purpose of granting a license to operate as a public golf course? It’s so golfers can enjoy the game without a heavy financial burden. Based on this premise, public courses are subject to much lower taxes compared to membership courses. Yet, the green fees, cart fees, and caddy fees at this public golf course are as high as, if not higher than, those of membership courses. No wonder the government recently decided to crack down on public golf courses with exorbitantly high fees.
This issue is not limited to this golf course. Many public golf courses in Korea charge fees that exceed those of membership courses. The government needs to take strong action against these public courses that shamelessly exploit golfers.
What’s even more outrageous are the notices posted by this golf course. Here’s their notice on 3-player rounds: "Notice on Changes for 3-Player Rounds: From May 1, 2023, there will be an additional charge of 30,000 KRW per person for 3-player rounds. Please take note and we look forward to your continued patronage." While 3-player rounds are allowed, there’s an additional charge of 30,000 KRW per person. In Japan and other countries, 2-player rounds are allowed, yet this course demands an extra 30,000 KRW for 3-player rounds.
The notice on the caddy fee increase is even more astonishing: "From Thursday, September 15, 2022, we will be increasing the caddy fee. Current: 140,000 KRW→New: 150,000 KRW."
From a golfer’s perspective, the costs are already excessively high. Despite this, the golf course unilaterally decided to charge an additional 30,000 KRW for 3-player rounds and raised the caddy fee from 140,000 KRW to 150,000 KRW without a second thought.
The stance of the customers, the golfers, was not considered in the slightest. Why should they have to pay an extra 30,000 KRW for a 3-player round? Why should the caddy fee increase by 10,000 KRW? Shouldn't the golf course explain these reasons to the golfers in a way that makes sense? Instead, golfers are left with no choice but to open their wallets even further without understanding why.
Golf courses across South Korea have been raising their fees unilaterally for a long time. Green fees that once were 50,000 to 60,000 KRW have skyrocketed to 200,000 to 260,000 KRW, and some public courses even charge up to 450,000 KRW. Cart fees and caddy fees have also steadily increased.
What is the result of this? South Korea has become the country where playing golf is the most expensive in the world. What's more infuriating is that during the pandemic, when golfers couldn't travel abroad, golf courses seized the opportunity to further hike their fees.
Through my 'Life Golf' blog, I have been harshly criticizing the outrageous and greedy practices of Korean golf courses that treat golfers as mere cash cows. These practices have gone far beyond reasonable limits. It’s excessive, to say the least. However, we are no longer in the pandemic phase.
Golfers can now choose to stop frequenting domestic golf courses if they wish. In fact, such a trend has already begun. Amid economic difficulties, the MZ generation, unable to endure the exorbitant costs, is leaving golf courses, and older golfers are switching to park golf. A massive backlash is about to hit the golf courses.
Today, I shared the high-handed practices of a public golf course in Pocheon, Gyeonggi-do, where I will be playing with friends at the end of May 2023, to highlight the state of golf courses in the Seoul metropolitan area.

저는 최근 서울 지인으로부터 5월 말에 경기도 포천 소재 모 대중제 골프장에서 라운드를 하자는 제안을 받았습니다. 주로 부산 경남 울산 지역 골프장에서 라운드를 해 온 저는 포천의 그 골프장이 어떤가 궁금해 홈페이지에 들어가 보았습니다. 경기도 포천이면 서울에서 상당히 먼 외곽지입니다.
수도권 골프장이라는 이유 때문인지 게시된 비용을 보고 깜짝 놀라지 않을 수 없었습니다. 말로만 듣던 수도권 대중제 골프장의 비싼 그린피를 실감한 순간이었습니다. 소중한 분들과의 만남이기 때문에 이 골프장으로 가긴 가야 합니다. 그러나 골프장의 탐욕을 또 만나야 한다니, 가슴이 답답해졌습니다.
대한민국에서 태어난 자가 골프 클럽을 잡는 순간 '하늘로부터 벌 받는 존재'로 전락한다는 말이 나올 정도입니다. 저 역시 꼼짝없이 벌 받는 처지가 되었습니다. 골프를 한다는 이유로 '천형(天刑)'을 받아야 하는 나라가 대한민국이라니, 참 수치스럽고 부끄러운 일입니다. 저를 포함해 600만 골퍼들은 정부의 무관심과 방치, 골프장 업주들의 지나친 탐욕 때문에 꼼짝없이 형벌을 받고 있는 것입니다.
오늘은 이 골프장의 속살을 샅샅이 보여줌으로써 한국 골프장들의 갑질이 얼마나 심각한지를 고발하겠습니다. 이 골프장은 27홀 규모의 대중제 골프장입니다. 홈피 공지문들을 보면 고객인 골퍼는 안중에도 없는 것 같습니다. 우선 티타임을 잡기 위한 부킹 방법은 전화와 팩스만 가능하고 인터넷은 불가하다고 되어 있습니다. 부정한 부킹을 방지하기 위해 거의 모든 골프장들이 인터넷 부킹을 채택하고 있는데도, 이 골프장은 전화와 팩스로만 가능하답니다. 뒷돈 거래 등 부정한 방법이 개입할 가능성이 엿보입니다.
이 골프장의 그린피를 살펴보겠습니다. 2023년 5월 그린피 안내문을 보면 주중 1부 첫 팀~7:00 16만 원, 7:01~7:59 18만 원, 08:00~08:50 19만 원, 2부 11:40~12:59 21만 원, 13:00~막팀 20만 원이고 주말(토·일)과 공휴일 1부 첫 팀~07:20 24만 원, 7:21~12:30 26만 원, 2부 12:31~13:20 25만 원, 13:21~막팀 24만 원 등입니다.
팀당 카트비 9만 원과 캐디피 15만 원을 보태면 주중에는 1인당 24만~27만 원, 주말에는 1인당 30만~32만 원에다 식음료비까지 보탤 경우 1인당 35만~40만 원을 지갑에서 꺼내야 합니다. 여기다가 서울에서 포천 골프장까지 오가는 유류대와 톨게이트비용 등까지 합칠 경우 한번 라운드 하는데 드는 총비용은 40만~50만 원까지 치솟습니다.
문제는 이 골프장이 회원제가 아닌 대중제란 점입니다. 관계당국이 대중제 골프장으로 허가를 내준 이유가 뭡니까. 골퍼들이 비용 부담 없이 즐길 수 있어야 하지 않습니까. 그렇게 한다는 것을 전제로 회원제 골프장에 비해 세금을 훨씬 적게 내도 되는 것이잖아요. 이 골프장의 그린피, 카트비, 캐디피는 회원제 골프장과 맞먹거나 오히려 더 비쌉니다. 이러니 그린피가 지나치게 비싼 대중제 골프장에게 정부가 뒤늦게 칼을 들이 댄 것 아닙니까.
대한민국에는 이 골프장뿐만 아니라 회원제 골프장을 상회하는 비용을 책정한 대중제 골프장이 수두룩합니다. 정부는 얼굴에 철판 깔고 폭리를 취하는 이런 대중제 골프장에 대해 강력한 메스를 들이대야 합니다.
더욱 가관인 것은 이 골프장이 내건 공지문들입니다. 3인 플레이 안내문은 이렇게 되어 있습니다. "3인 플레이 이용 변경 안내 : 2023년 5월 1일부터 3인 이용 시 1인당 그린피 3만 원 추가됩니다. 이 점 양지 바라며 많은 이용 바랍니다." 3인 플레이는 가능하지만 그럴 경우 1인당 3만 원을 추가 부담해야 한다는 것이죠. 일본 등 외국 골프장에서는 2인 플레이도 가능한데, 이 골프장은 3인 플레이 시 33만 원을 더 내라고 요구하고 있습니다.
또 캐디피 인상 안내문을 보면 더 기가 막힙니다. "2022년 9월 15일(목)부터 캐디피를 인상하여 운영하고자 하오니 이용에 착오 없으시길 바랍니다. 현행 : 140,000원 →인상 150,000원"
골퍼 입장에서는 이미 너무 비싼 비용을 지불하고 라운드를 하고 있습니다. 그런데도 이 골프장은 눈하나 깜짝하지 않고 일방적으로 3인 플레이를 하려면 추가 비용 3만 원을 더 낼 것과 캐디피를 14만 원에서 15만 원으로 올려버렸습니다.
고객인 골퍼들의 입장은 눈곱만큼도 고려하지 않았습니다. 3인 플레이 시 3만 원을 왜 더 받아야 하는지, 캐디피를 왜 1만 원 더 올려야 하는지 골퍼들이 납득할 수 있게 사유를 설명해야 하는 거 아닌가요? 골퍼들은 영문도 모르고 꼼짝없이 또 지갑을 더 열어야 합니다.
대한민국의 모든 골프장들은 오래전부터 지금까지 이렇게 일방적으로 요금을 올려 왔습니다. 5만~6만 원이던 그린피가 20만 원, 26만 원까지 올랐고, 대중제임에도 심지어는 45만 원까지 받는 골프장이 생겼습니다. 카트비도, 캐디피도 자꾸 올랐습니다.
그 결과가 무엇입니까. 대한민국이 세계에서 가장 비싼 골프를 쳐야 하는 나라가 되어버린 거죠. 더 괘씸한 것은 코로나로 골퍼들이 해외로 나가지 못하고 발이 묶이자 골프장들은 또 경쟁적으로 비용을 대폭 올려버린 점입니다.
저는 '인생골프' 블로그를 통해 골퍼를 봉으로, 호구로 보는 한국 골프장들의 무지막지한 '탐욕적의 행태'를 강도 높게 비판해 왔습니다. 정도를 훨씬 넘어버렸습니다. 해도 해도 너무 심합니다. 그렇지만 이젠 코로나 국면이 아닙니다.
골퍼들이 맘만 먹으면 국내 골프장에 더 이상 매달리기를 거부할 수도 있습니다. 실제로 그런 움직임이 일기 시작했습니다. 경제가 어려운 상황에서 초고비용을 견디지 못한 MZ 세대가 골프장을 떠나고, 노년층 골퍼들이 파크 골프로 갈아타기 시작했습니다. 골프장을 향해 엄청난 역풍이 휘몰아칠 것입니다.
오늘은 2023년 5월 말에 지인들과 라운드를 할 경기도 포천 소재한 모 대중제 골프장의 갑질행태를 통해 수도권 골프장의 단면을 살펴보았습니다.
