At the end of 2019, the COVID-19 pandemic hit the world, forcing dramatic changes in all aspects of human life, including politics, society, economy, culture, sports, and leisure activities. Golf, a popular sport and often regarded as the "flower of leisure activities, " was no exception and faced significant transformations. However, after the pandemic ended, Japanese and Korean golf emerged with starkly different approaches.
Korean golf courses were on the brink of collapse due to severe financial difficulties right before the pandemic. But with the onset of COVID-19, golfers could no longer travel abroad and were stuck at home. Seeing this as a once-in-a-lifetime opportunity, Korean golf courses unilaterally and drastically increased golf fees, including green fees, cart fees, caddie fees, and food and beverage costs. They exploited the surge in the number of golfers, desperately trying to make up for their financial drought, much like starving hyenas pouncing on a delicious meal.
For instance, a golf course in Jeju suddenly revoked weekday memberships that were being traded on the membership exchange, claiming the contracts had expired. All golf courses in Jeju abolished the green fee discounts for local residents and changed their booking system to one-month-in-advance reservations. Golf courses nationwide followed suit, significantly raising green fees, cart fees, and caddie fees almost in unison. As a result, golfers were hit hard by this sudden "COVID tax" in the form of exorbitant costs.

Despite the clear "warning signs" of a crisis, no golf course has significantly reduced its fees.
Yesterday, I received a text message from a golf course in Gyeongnam. They were offering reservations for the remaining time slots on May 1st and 2nd on a first-come, first-served basis, with a "3+1 green fee" deal. This meant that if a group of four booked a tee time, one player's green fee would be waived. This is an incredibly "insidious condition" and "cunning ploy." This bizarre offer revealed just how misguided the golf course owner’s mentality is. If they had boldly announced a reduction in green fees for all customers starting in May, they would have been applauded.
Waiving the green fee for only one out of four players? This means that customers who book outside these remaining time slots do not receive any green fee waiver. Naturally, this will lead to complaints from golfers. This deceptive management strategy reflects the overall level of golf course operators in South Korea. These are the same people who imposed exorbitant fees on golfers who couldn't travel abroad during the pandemic. They should be ashamed. The greedy celebration of golf courses exploiting the pandemic seems to be coming to an end. As golfers increasingly turn away, these courses will have no choice but to lower their fees.

I carefully examined how Japanese golf courses managed their pricing during the COVID-19 period. According to the "Leisure White Paper 2022" published by the Korea Leisure Industry Research Institute, the weekday green fee at Korean public golf courses was 173,500 KRW as of May 2022, which is 3.1 times more expensive than the weekday green fee at Japanese public golf courses, which was 55,400 KRW (based on the May average exchange rate of 985.49 KRW/100 JPY). Looking at the green fee increases after the COVID-19 outbreak, while Korean public golf courses raised their fees by an average of 29.3% over two years, Japanese golf courses only increased theirs by 2%.
Even in Japan, like us, overseas travel was restricted during the pandemic. However, while Japanese golf courses increased their green fees by only 2%, Korean golf courses raised theirs by nearly 15 times that amount, at 29.3%. These figures not only reflect the unrestrained greed of Korean golf courses but also shed light on how chaotic the golf-related policies of the relevant authorities are. The market for goods is open worldwide. Can Korean golf courses sustain themselves with a price increase that is 15 times higher than that of neighboring countries?
In the past, Korean tourists visiting Japan would buy all sorts of Japanese electronics, regardless of import duties, because the price difference was typically 3 to 10 times. Such a significant price difference led to rampant smuggling. Back then, one of the crucial tasks of the customs agency was to crack down on smuggling. The endless greed of Korean golf courses has significantly reversed the cost of playing golf compared to Japanese golf courses. With 100,000 KRW, it's challenging to find a place in Korea where you can play 18 holes.
In Japan, however, with the same amount, you can cover "18-hole round + cart fee (no caddie) + two meals + hotel or resort accommodation + hot spring fees." What would cost 500,000 to 1,000,000 KRW in Korea can be enjoyed for only 100,000 KRW in Japan.

Without exception, they express high satisfaction with all aspects, including the quality of the golf courses, meals, and accommodations, compared to the reasonable prices. But that's not all. There are even more striking stories waiting.
"The costs and prices of golf courses in Jeju are too high, and it's not easy to get flights to Jeju. Southeast Asia is far away and hot, and costs have increased significantly due to the recent surge in Korean visitors. However, Japanese golf courses are close by, and we could enjoy golf comfortably and without much burden. I've already planned to go on another golf trip to Japan with my friends."
The remarkable restraint shown by Japanese golf courses has started to shine after the pandemic. It's evident that Korean golf courses, with their reckless fee hikes, will become prey as golfers turn away. However, the power of restraint demonstrated by Japanese golf courses is likely to continue. Korean golf courses must learn from them about maintaining stable prices.
With an attitude that treats golfers not as valued customers but as prey for hungry hyenas, Korean golf courses will never beat Japanese golf courses. There is also significant responsibility on the part of government officials who have turned golf courses into "super hyenas." 제주도 모 골프장은 계약기간이 만료되었다는 이유로 회원권거래소에서 거래 중이던 주중 회원권을 갑자기 회수해 버렸습니다. 제주도내 모든 골프장은 도민에게 부여한 그린피 할인 혜택을 싹 없애고 부킹도 한 달 전 예약으로 바꿔버렸습니다. 전국의 모든 골프장들도 마치 약속이나 한 듯이 경쟁적으로 그린피, 카트비, 캐디피를 대폭 올렸고요. 이 때문에 골퍼들은 졸지에 비용 폭탄이라는 '코로나 유탄'을 맞아야 했습니다.

어저께 저는 경남의 모 골프장으로부터 문자를 받았습니다. 5월 1일과 2일의 1부, 2부 잔여타임을 선착순으로 예약받으면서 '그린피 3+1'이라는 조건을 붙였습니다. 4인이 조를 편성해서 입장하면 1명에게 그린피를 면제해 주겠다는 겁니다. 정말 '못 돼먹은 조건'이요, '간사스러운 조건'이 아닐 수 없습니다. 저는 이 '해괴한 조건'을 보고 해당 골프장 업주의 정신 상태가 얼마나 엉망인지를 엿볼 수 있었습니다. 당당하게 5월부터 입장하는 전체 고객에게 1인당 얼마씩 그린피를 낮추겠다고 발표를 했으면 박수를 받았을 겁니다.
잔여팀 4명 중에서 한 명만 그린피를 면제해 준다? 그럼 그날 잔여팀이 아닌 상태에서 예약한 고객은 그린피 면제 혜택을 못 받는 거잖습니까. 당연히 골프장에 항의하는 소동이 벌어질 겁니다. 이런 조삼모사식으로 골프장 운영을 하는 게 대한민국 골프장 업주들의 수준입니다. 이런 자들이니까 코로나로 해외에 나가지 못하는 골퍼들에게 '비용 폭탄'을 안겼지요. 정말 부끄러운 줄 알아야 합니다. 팬데믹을 호기로 삼은 골프장들의 탐욕의 잔치는 거의 끝난 것 같습니다. 골퍼들이 점점 등을 돌리기 시작했으니, 그린피 등 비용을 내리지 않고는 배길 수 없을 것이기 때문입니다.

일본에서도 우리처럼 코로나 때 똑같이 해외여행이 제한되었습니다. 그런데 일본 골프장의 그린피 인상률은 2%인데, 우리나라 골프장들은 거의 15배 수준인 29.3%나 올린것입니다. 이 수치를 통해 한국 골프장들의 무절제한 탐욕의 행태뿐만 아니라 관계당국의 골프 관련 정책이 얼마나 엉망인지를 엿볼 수 있습니다. 상품시장은 전 세계에 열려 있습니다. 이웃나라 보다 15배나 더 높은 인상률을 보인 한국 골프장 건재할 수 있을까요.
과거엔 일본을 방문한 한국 관광객들이 너도나도 일제 전자제품을 사들고 귀국했습니다. 관세를 물더라도 가격이 3~10배 정도 차이가 나니까요. 큰 가격차 때문에 밀수가 횡행하기도 했습니다. 그 시절엔 관세청의 중요한 업무 중의 하나가 밀수 단속이었습니다. 한국 골프장들의 끝없는 탐욕이 골프장 비용을 일본 골프장과 크게 역전시켜 놓았습니다. 10만 원을 쥐고는 한국 골프장에서 18홀 라운드를 할 수 있는 곳이 거의 없습니다.

골퍼를 귀하고 소중한 고객이 아니라 하이에나가 노리는 '먹이' 취급을 하는 자세로는 절대로 일본 골프장을 이기지 못합니다. 골프장을 '슈퍼 하이에나'로 만든 정부 당국자의 무사안일한 태도에도 큰 책임이 있습니다. '탐욕의 한국 골프장'은 비행기로 불과 1~2시간의 가까운 거리에 있는 '절제의 일본 골프장'에게 된통 당하는 완패의 수순에 들어간 것입니다.
