"Korea's golf course should also be left to golfers whether to use caddies or not."
This is a complaint I heard from a junior high school golf club member yesterday. Golfers visiting golf courses these days are divided over whether to use caddies or not. There are growing calls for leaving it up to golfers to decide whether to use caddies or not. "We need to implement a caddy selection system." Golfers are raising their voices
Recently, as the shortage of caddies has become serious, more and more golf courses are running a caddie selection system. Golfers are very satisfied with the caddie selection system and strongly insist on introducing a no-caddie system at all.
I have never encountered media reports that something wrong has occurred at a golf course that chooses to play without a caddie. This means that you can play as many rounds as you want without a caddie. Nonetheless, every golf course is in chaos because it has yet to find a caddie. Golfers do not want caddies, but golf courses in Korea shout out that they are having difficulty finding caddies.
How contradictory is this situation? From the standpoint of golfers who have to pay expensive green fees and expensive cart fees, the argument that they should leave it up to golfers to decide whether to use a caddie or not seems to have a point.
According to the Korea Leisure Industry Research Institute, the number of caddy workers at golf courses in Korea in 2022 was 36,000, an increase of 4,600 from a year ago, but about 5,000 people are short. The surge in demand for caddies due to the surge in the golf population during the COVID-19 pandemic may also have contributed to the shortage of caddies. The problem is that caddies are certainly a big burden for golfers. If you don't have to use a caddie because of the cost burden, you'll definitely choose the "no-caddie round.

As the shortage of caddies became serious, the government came up with "weird and strange measures." This is a measure that allows golf courses in Korea to use caddies for overseas Koreans starting in 2023. The Ministry of Employment and Labor declared last year that it would implement a policy to expand employment allowance for visiting Koreans. "The method of determining the type of business that allows employment of visiting Koreans will be changed to a method that allows all but the type of businesses.“

Visiting employment compatriots here refer to foreign nationals aged 18 or older from China, Uzbekistan, Kazakhstan, Ukraine, Kyrgyzstan, Tajikistan, and Turkmenistan. The range of jobs that visiting employment compatriots (H-2 visas) living in these countries can have is expanded, including golf course caddies.
This system is being criticized for being an administrative convenience policy that only considers the position of golf courses and does not reflect the opinions of golfers at all. Golfers prefer the no-caddie system, which means that they have introduced a really "cow laugh" policy that is ignored and even imports caddies considering only the position of golf courses.
Therefore, golfers suspect that the system is being implemented through lobbying by golf course owners. Considering the position of golfers who are being swayed by high 超 costs, it is right to switch to a caddy option or a no-caddie system at all. Another policy has been implemented that does not take into account the position of golfers who are supporting the Korean golf industry.
Domestic caddies will also be dissatisfied with allowing the import of caddies from abroad. Consider this from the perspective of domestic caddies, who are estimated to earn an average of more than 40 million won a year. When overseas caddies start working at golf courses, their jobs will inevitably decrease. So domestic caddies cannot welcome this system. Why did the government push for this system, which neither golfers nor caddies like? This is why it is suspected that it is the result of lobbying golf courses.

I take this opportunity to urge the government authorities. Before making policies for the golf industry, we must thoroughly investigate the bottom of the golf market. How can a country exist without its citizens? How can a golf course without golfers exist? Korean golfers have become really poor due to the government's neglect and complacency. In order to implement a proper golf policy, listen to the opinions of the golfers first. The answers to the proper golf policy are all contained in the complaints and complaints of the golfers. "대한민국 골프장도 캐디를 쓸지 말지는 골퍼들에게 맡겨야 합니다."
이 이야기는 어제 중학교 골프 동호회 모임에 갔다가 후배로부터 들은 불만입니다. 요즘 골프장을 찾는 골퍼들 사이에서는 캐디를 쓸지 말지를 놓고 의견이 분분합니다. 캐디를 쓸지 말지는 골퍼들에게 맡겨야 한다는 목소리가 높아지고 있습니다. 캐디피 비용이 만만찮은데 왜 골퍼들의 의사와는 관계없이 골프장이 일방적으로 캐디를 쓰게 만드느냐는 거지요.
"캐디 선택제 시행해야" 골퍼들 목소리 높아져
최근 들어 캐디 부족현상이 심각해지면서 캐디 선택제를 운영하는 골프장들이 늘어나고 있습니다. 심지어 야간 라운드인 3부제를 시행하는 골프장에서도 캐디 선택제를 시행하고 있습니다. 골퍼들 사이에서는 캐디 선택제에 대한 만족도가 매우 높고 아예 노캐디 제도를 도입해야 한다는 목소리를 강하게 내고 있습니다.
캐디 없이 라운드를 선택한 골프장에서 사고 등 무슨 문제가 발생했다는 언론 보도를 접한 적은 단 한 번도 없습니다. 이는 캐디 없이도 얼마든지 라운드가 가능하다는 뜻입니다. 그런데도 골프장마다 캐디를 구하지 못해서 난리를 칩니다. 골퍼는 캐디를 원하지 않는데, 골프장은 캐디 구인난을 겪고 있다며 아우성을 치는 곳이 대한민국 골프장입니다.
이 얼마나 모순된 상황입니까? 비싼 그린피에다 비싼 카트비까지 부담해야 하는 골퍼들 입장에서는 당연히 캐디를 쓸지 말지는 골퍼들의 선택에 맡겨야 한다는 주장, 충분히 일리가 있다고 봅니다.
한국레저산업연구소에 따르면 2022년 한국 골프장의 캐디 종사자는 3만 6,000 명으로 1년 전보다 4, 600여 명 늘어났지만 5,000여 명이 모자란다고 합니다. 코로나 팬데믹 기간에 골프 인구가 폭증하면서 캐디 수요가 급증한 것도 캐디 부족의 이유가 되었을 겁니다. 문제는 골퍼들 입장에서는 캐디피가 확실히 큰 부담이 된다는 점입니다. 비용 부담 때문에 캐디를 쓰지 않아도 된다면 당연히 '노캐디 라운드'를 선택하려고 합니다.
팀당 캐디피 14만~15만 원선..."노캐디 라운드 하고 싶다"
그간 캐디피는 계속 올랐습니다. 2010년 10만 원선이던 팀당 캐디피가 2014년 12만 원에서 13만 원을 거쳐 최근에는 14만~15만 원으로 껑충 뛰었습니다. 캐디가 모라자 아우성을 치고 있는 상황에서 이대로 가다가는 팀당 캐디피가 20만 원까지 오르는 상황에 직면하는 것이 아니냐는 볼멘소리가 골퍼들 사이에서 터져 나오고 있습니다.
캐디 부족난이 심각해지자 정부는 '이상하고도 희한한 대책'을 내놓았습니다. 2023년부터 재외동포 캐디를 국내 골프장이 쓸 수 있도록 한 조치가 그것입니다. 고용노동부는 지난해 '방문취업 동포의 고용허용 확대 정책'을 시행한다고 천명했습니다. "방문취업 동포 고용 허용 업종 결정 방식을 제외 업종 외에는 모두 허용하는 방식으로 변경한다."라고 밝힌 것입니다.
'희한한 캐디 수입 정책' 내놓자 "소가 웃을 일"
여기서 말하는 방문취업 동포는 중국과 우즈베키스탄, 카즈흐스탄, 우크라이나, 키르기스스탄, 타지키스탄, 투르크메니스탄 출신의 18세 이상 외국 국적 동포를 의미합니다. 이들 국가에 거주하는 방문취업 동포(H-2 비자)들이 가질 수 있는 직업의 폭이 확대되는데, 이 중에는 골프장 캐디도 포함된다는 것입니다.
이 제도는 골프장들의 입장만 생각하고 골퍼들의 의견이 전혀 반영되지 않는 행정편의주의적인 '외눈박이 정책'이라는 비판을 받고 있습니다. 골퍼들은 노캐디 제도를 선호하는데, 이는 무시당하고 골프장들의 입장만을 고려해 캐디까지 수입하는 정말 '소가 웃을' 정책을 도입했다는 것이지요.
그래서 골퍼들은 이 제도가 골프장 사업주들의 로비에 의해 시행되는 것이라고 의심하고 있습니다. 왜냐하면 초고가(超高價) 골프 비용에 휘둘리고 있는 골퍼들의 입장을 고려한다면 아예 캐디 선택제나 노캐디제로 전환하는 것이 맞기 때문입니다. 한국 골프산업을 떠받치고 있는 골퍼들의 입장이 전혀 고려되지 않은 정책이 또 펼쳐진 것입니다.
재외동포 캐디 수입 허용은 국내 캐디들 입장에서도 불만이 클 수밖에 없을 것입니다. 연간 평균 4,000여만 원이 넘는 소득을 올리는 것으로 추정되는 국내 캐디 입장에서 생각해 봅시다. 재외동포 캐디가 골프장에서 일하기 시작하면 국내 캐디 자신들의 일자리가 줄어들 수밖에 없습니다. 그러니 국내 캐디들도 이 제도를 반길 리가 없죠. 골퍼들도 싫고, 캐디도 싫은 이 제도를 정부가 왜 밀어붙였을까요? 그래서 골프장들의 로비 결과물일 것이라는 의심을 사는 것입니다.
국내 캐디도 안반겨..."골프장 로비 결과물" 의심도
재외동포 캐디 수입은 여러가지 문제가 발생할 소지가 예상됩니다. 우선 중국 조선족 동포를 함부로 사용했다가는 국내 보안이 뚫릴 가능성이 있습니다. 북한이 중국 조선족으로 위장시켜 국내에서 캐디로 일하게 한 뒤 골프장을 출입하는 정부 고위 관계자로부터 고급 정보를 빼가는 등의 이적행위를 할 수 있기 때문이지요. 만약 그런 자가 위장 캐디로 들어와 일한다면 국가기간시설이나 보안시설이 노출될 가능성도 있습니다. 실제로 2004년에는 위조여권으로 입국한 조선족 재외동포가 군(軍) 골프장에서 캐디로 근무하다 북한 정보원이라는 의혹을 받고 심문을 받은 적이 있었다고 합니다.
코로나 팬데믹 이후 수많은 골퍼가 해외로 쏟아져 나가고 있습니다. 골퍼들이 해외 골프장을 찾는 가장 큰 이유는 부담 없이, 값싸게 골프를 즐기고 싶기 때문입니다. 그래서인지 일부 국내 골프장들이 그린피를 내리려는 움직임이 있다는 소리가 들려오고 있습니다. 그러나 골퍼들 입장에서는 그린피 못지않게 캐디피, 카트비도 큰 부담이 되고 있다는 사실을 외면해선 안됩니다.
골프장들이 당장 눈앞의 이익에 매몰되어서 캐디 부족 운운 하지 말고 골프장 시설 개선 등을 통해 '캐디 선택제'나 '노캐디 시스템' 도입에 적극 나서야 합니다. 그것이 골퍼들의 부담을 덜어주는 것이자 장기적으로 골프장 입장에서도 유리할 것입니다. 언제까지 '캐디 부족 타령' 하고 있을 겁니까.
"한국인 적응력 세계 1등...노캐디제 금방 적응할 것"
한국인들이 머리 좋기로는 세계 1등 수준입니다. 세계 최고 수준의 반도체를 한국인이 만들고 있습니다. 이 반도체를 기반으로 세계 최고 수준의 휴대폰과 선박, 자동차도 한국인이 만들어 내고 있습니다. 무엇보다 한국인의 적응 능력은 단연코 세계 일등 수준이고, 한국 골퍼들의 적응 능력도 세계 일등 수준입니다. 한국 골퍼들은 노캐디제도나 캐디 선택제를 전면 시행하더라도 금방 적응해 낼 수 있습니다. 캐디 부족하다고 수입까지 하는 '하수 중의 하수 짓' 제발 멈추기를 바랍니다.
이 기회에 정부 당국에 촉구합니다. 골프 산업 정책 입안에 앞서 반드시 골프시장 밑바닥 조사부터 제대로 해야 합니다. 국민 없는 국가가 존재할 수 있나요? 골퍼 없는 골프장이 존재할 수 있나요? 정부의 방치와 무사안일한 대처 때문에 대한민국 골퍼들 정말 불쌍한 신세로 전락했습니다. 제대로 된 골프 정책을 펼치려면 골퍼들 의견 먼저 들어보세요. 골퍼들의 불만과 원성 속에 제대로 된 골프 정책의 해답이 다 들어있습니다. 이대로 가다간 골프장 때문에 대한민국이 세계의 웃음거리로 전락합니다. 아니 어쩌면 이미 조롱거리가 되어 있는지도 모릅니다.
"이게 뭡니까? 도대체 이게 뭐냐고요?"
