Korean golf courses are pondering why they are criticized
Set the direction of Korean golf, the loyalty of laying the foundation stone
I covered the <Planning Series> 'If I were the Minister of Culture, Sports and Tourism' for almost a month from March 24 to April 21, 2023. Why are Korean golf courses severely criticized by golfers? Why did young golfers start to leave Korean golf courses? What are the fundamental problems and what are the measures? After pondering these points, I tried to analyze them in my own way, set themes, find and present various evidences. Unfortunately, there is a limit to obtaining data, so the result is not very satisfactory.
However, as a golf-loving Korean citizen, I tried to do my best to organize the article with loyalty that I would lay the foundation for a small cornerstone in setting the desirable direction for Korean golf. Entering Korea in 1900, this year marks 123 years of golf history
In the era of golfing population of 6 million, the cost of the ultra-high is "civilized"
The history of Korean golf is 123 years old this year, as it is believed that 1900 was the year when golf first entered Korea. In 1900, the British, who were hired as government customs officials, created a 6-hole course on the beach in Wonsan. In May 1919, a 9-hole course system designed by American Dant was established at Hyochang Park in Yongsan, and in 1929, the 18-hole Seoul Country Club was opened as King Yeongchin rented the land of the current Children's Grand Park for free as the site of the golf course. Although the Seoul Country Club was rebuilt in 1953 and adopted as an official event at the Seoul Asian Games in 1986, the beginning of golf in Korea was truly insignificant.
Since it has been treated as the exclusive property of some wealthy people, laws to foster golf have not been prepared properly until now. Until the golf population reaches 6 million by 2023, golf laws are very sloppy. While the golf population is rapidly increasing, the number of golf courses bound by various regulations has only increased slightly, and it is the "party of greed" of golf course owners that squeezed in. Golf costs continued to rise slightly. Then, in the midst of the COVID-19 pandemic that began in late 2019, as golfers became stranded, the cost of golf has risen absurdly, and golfers' resentment has reached its peak.
We need to be at the center of the Ministry of Culture, Sports and Tourism and form a joint government task force
Golf complaints, turning away from admission... Golf courses lose their 'self-regulation ability'
In frustration, I assumed that I became the Minister of Culture, Sports and Tourism, the policy responsible department of the golf industry, and presented problems in each field, such as preparing a "Planning Series", implementing the green fee, cart fee, and no-caddie system, and urged the government to take proper comprehensive measures. In order to correct the chronic ills of Korean golf courses, I think it is impossible to take only "short-term" and "short-sighted" measures so far. With the Ministry of Culture, Sports and Tourism at the center, a joint task force should be formed with officials from all ministries, including the Ministry of Economy and Finance, the National Tax Service, the prosecution, the Fair Trade Commission, the Anti-Corruption and Civil Rights Commission, the National Assembly, and the Ministry of Trade and Industry, and come up with practical and comprehensive measures.
Unfortunately, golf course owners cannot solve the problem on their own. They have lost the capacity to self-purify. Given their endless "greedy behavior, " it seems inevitable for the government to intervene and force corrections until the golf industry-related laws such as golf courses are completely overhauled and the system is stabilized. Just as a store without customers cannot survive, golf courses without customers cannot exist. The government has ignored complaints and complaints from golf course owners, considering only the stance of golf courses that have been speaking out as a group. A case in point is that the government has pushed for importing foreign caddies while ignoring the position of golfers.

A good AI robot cart, which can be rounded without a caddie, has been developed by a Korean venture company and put into various golf courses. Nevertheless, the decision to import foreign caddies has been made in favor of golf courses that want to maintain the caddie system unconditionally by the relevant ministries. Golfers suspect that the government has played into lobbying golf courses. If golf courses increase the use of AI robot carts, Korean venture companies will be able to exert great influence on their rapid growth and development of overseas markets. As soon as foreign caddies start working at domestic golf courses, they immediately leak their national wealth, but they took this ridiculous measure.
Many golfers who could not afford the extremely expensive green fees, cart fees, and caddies of Korean golf courses have begun to run overseas as the coronavirus pandemic has lifted. This causes massive outflow of foreign currency. Lack of government policy and greed of golf courses are added to make golfers' wallets thin. It is not an exaggeration to say that the cost is too high, driving golfers to poverty. It is way off the track. If left unattended, golfers who could not endure high costs will eventually leave the golf course. The golf course where the customer left will soon be in financial trouble, just like right before the coronavirus outbreak.

I think there is a "reasonable" and "appropriate cost" that both golfers can be satisfied with and the golf course can be satisfied with. Golf courses should not be allowed to decide costs unilaterally. It would be safe to say that the level at which golfers can play one or two rounds a week without burden is appropriate. It is no longer meaningful for Korean golf courses to differentiate their cost from service differences. This is because all golf courses, whether membership golf courses or public golf courses, have raised costs too much. This means that rather than choosing a golf course because of its good service, how cheap it is has become the criterion for choosing a golf course.
We hope that the era of golf that 6 million golfers are satisfied with will come soon. The government should implement policies to expand the choice of golf courses by increasing the number of cheap golf courses rather than uniformly expensive golf courses. We urge the relevant authorities to awaken themselves. Golf courses that aim to make 30-50 percent operating profit or higher in such a way that they can take away the horn of iron while it's short, should set a modest goal of making only 5-10 percent profit. I hope that this will increase the number of prestigious golf courses in Korea where the owners of golf courses for 20, 30, 100 and 200 years remain unchanged. When such a day comes, Korean golfers will be having a pleasant round, shouting "How good can it be!" countless times at Korean golf courses rather than overseas golf courses.
Today, I finished <Planning Series> 'If I were the Minister of Culture, Sports and Tourism', and I hope that the day will come soon when the Korean golf course and Korean golfers join hands by shouting "How can it be so good! “

저는 2023년 3월 24일부터 4월 21일까지 거의 한 달여에 걸쳐 <기획시리즈> '내가 문화체육관광부장관이라면'을 다뤘습니다. 한국 골프장들이 왜 골퍼들로부터 심한 욕을 먹고 있을까? 왜 젊은 골퍼들이 한국 골프장을 떠나기 시작했을까? 근본적인 문제점은 무엇이고 대책은 무엇일까? 이런 점들을 곰곰이 고민한 끝에 저 나름대로 분석해서 주제를 잡고 여러 근거들을 찾아서 제시하려고 노력했습니다. 아쉽게도 자료를 구하는데 한계가 있어서 결과물은 썩 만족스럽지 못합니다.

1900년 한국 입성, 올해로 골프 역사 123년째
골프인구 600만 명 시대로... 초고비용에 '원성'
대한민국에 골프가 첫발을 디딘 시기를 1900년으로 보고 있으니까 한국 골프의 역사는 올해로 123년째가 됩니다. 1900년 정부 세관 관리로 고용된 영국인들이 원산의 바닷가에 6홀 코스를 만든 것이 시초입니다. 1919년 5월 용산 효창공원에 미국인 댄트가 설계한 9홀 코스제가 생겼고, 1929년 영친왕이 골프장 대지로 현재 어린이대공원 땅을 무상으로 대여해 줘 생긴 18홀 서울컨트리클럽이 개장했습니다. 1953년 서울컨트리클럽이 재건되고 1986년 서울아시안게임에서 정식 종목으로 채택되었습니다만, 대한민국 골프의 시작은 정말 미미하기 그지없었습니다.
일부 부유층의 전유물로 취급됐기 때문에 지금까지 제대로 된 골프 육성을 위한 법률을 마련하지 못했습니다. 2023년 골프 인구 600만 명이 될 때까지 골프 관련 법률은 허접하기 짝이 없습니다. 골프 인구는 급증하고 있는데 비해 각종 규제에 묶여 있는 골프장의 증가수는 소폭에 그치자 그 틈을 타서 비집고 들어온 것이 바로 골프장 업주들의 '탐욕의 잔치'입니다. 골프비용은 계속 찔끔찔끔 올랐습니다. 그러더니 2019년 말부터 시작된 코로나 팬데믹을 틈타 골퍼들의 발이 묶이자 터무니없이 비용이 올라 골퍼들의 원성은 극에 치달아 있습니다.
문체부 중심이 되어서 '정부 합동대책반' 꾸려야
골퍼 불만·입장 외면... 골프장은 '자정 능력' 상실
그래서 답답한 마음에 제가 골프산업 정책 책임부서인 문화체육관광부 장관이 되었다고 상정하고 <기획시리즈>를 마련, 그린피, 카트비, 노캐디제 선택제 시행 등 분야별로 문제점을 제시하고 정부가 제대로 된 종합적인 대책을 세워야 한다는 점을 촉구하고 나섰던 것입니다. 한국 골프장들의 고질적인 병폐를 바로 잡으려면 지금까지의 '단편적'이고 '근시안적'인 대책만으로는 불가능하다고 봅니다. 문체부가 중심이 되어서 기재부, 국세청, 검찰, 공정거래위, 국민권익위, 국회, 통상산업부 등 전 부처 관계자로 합동대책반을 꾸린 뒤 실질적이고도 종합적인 대책을 내놓아야 합니다.
안타까운 것은 골프장 업주들이 스스로 문제점을 해결할 수 없다는 점입니다. 자정능력을 상실했기 때문입니다.. 그들의 끝없는 '탐욕 행태'를' 볼 때 골프장 등 골프산업 관련 법률을 완전히 재정비하고 시스템이 안정될 때까지는 공권력이 개입, 시정을 강제하는 것이 불가피해 보입니다. 고객 없는 매장이 살아남을 수 없듯이 골퍼 없는 골프장이 존재할 수 없습니다. 정부는 단체로 목소리를 내고 있는 골프장의 입장만을 고려하고 고객인 골퍼들의 불만이나 하소연을 외면해 왔습니다. 대표적인 사례가 골퍼들은 노캐디 등 캐디 선택제를 원하고 있는데도 정부는 골퍼들의 입장을 무시한 채 외국인 캐디를 수입하는 쪽으로 밀어붙인 겁니다.
외국인 캐디 수입 허용은 '어이없는 조치' 비판
초고비용 못 견딘 골퍼들 "골프장 떠날 수밖에"
캐디 없이도 라운드가 가능한 훌륭한 AI 로봇카트가 국내 벤처기업에 의해 개발되어 여러 골프장에 투입되기 시작했습니다. 그런데도 외국인 캐디를 수입키로 한 것은 관계 부처가 무조건 캐디제도를 유지하려는 골프장들의 손을 들어준 것입니다. 이번 조치를 보고 골퍼들은 정부가 골프장의 로비에 놀아난 것으로 의심하고 있습니다. 골프장들이 AI 로봇카트 사용을 늘리면 국내 벤처기업이 급성장, 해외, 시장 개척에 큰 힘을 발휘할 수 있습니다. 외국인 캐디가 국내 골프장에서 일하기 시작하면 곧바로 국부가 유출될 수밖에 없는데도 어이없는 조치를 해버렸습니다.
국내 골프장들의 턱없이 비싼 그린피와 카트비, 캐디피를 견디지 못한 수많은 골퍼들이 코로나 팬데믹이 풀리면서 해외로 달려 나가기 시작했습니다. 이는 엄청난 외화 유출의 원인이 됩니다. 정부의 정책 부재와 골프장의 탐욕이 보태져 골퍼들의 지갑을 얇게 만들고 있는 것입니다. 비용이 너무 비싸 골퍼들을 가난으로 몰고 간다고 해도 과언이 아닙니다. 정상궤도에서 한참 벗어났습니다. 이대로 방치되다간 고비용을 견디지 못한 골퍼들이 결국 골프장을 떠나고 말 것입니다. 고객이 떠난 골프장은 코로나 직전처럼 곧 경영난에 허덕일 겁니다.
"골퍼-골프장 함께 만족할 적정선 비용 있을 것"
"얼마나 저렴한가 가 골프장의 '선택 기준' 됐다"
골퍼도 만족하고 골프장도 만족할 수 있는 '합리적'이고 '적정선의 골프비용'이 있다고 봅니다. 골프장이 비용을 일방적으로 결정하게 해서는 안됩니다. 골퍼들이 부담 없이 한 주에 1~2회 정도 라운드를 할 수 있는 수준이 적정하다고 봐도 무방할 것 같습니다. 한국 골프장들이 서비스 차이를 내걸어 골프비용을 차별화하는 것은 의미가 없어졌습니다. 회원제 골프장이든, 퍼블릭 골프장이든 모든 골프장이 비용을 너무 많이 올려버렸기 때문입니다. 서비스가 좋아서 골프장을 선택하는 것이 아니라 비용이 얼마나 저렴하냐가 골프장을 선택하는 기준이 되었다는 뜻입니다.
600만 골퍼들이 만족하는 골프시대가 빨리 오기를 희망합니다. 골프장이 일률적으로 비싼 게 아니라 싼 골프장도 많아져서 골퍼들의 선택 폭이 넓어지는 정책을 펼쳐야 합니다. 관계 당국의 각성을 촉구합니다. 쇠뿔도 단김에 빼버리겠다는 식으로 영업이익 30~50% 이상을 내겠다는 목표를 설정한 골프장들은 5~10% 이익만 내겠다는 소박한 목표를 잡아야 합니다. 그렇게 해서 한국에는 20년, 30년, 100년, 200년 주인이 바뀌지 않는 진정한 명문 골프장들이 많아졌으면 좋겠습니다. 그런 날이 오면 한국 골퍼들은 해외 골프장이 아닌 한국 골프장에서 "이렇게 좋을 수가!"를 수도 없이 외치며 즐거운 라운드를 하고 있을 겁니다.
오늘은 <기획시리즈> '내가 문화체육관광부 장관이라면'을 끝내면서 한국 골프장과 한국 골퍼들이 서로 "이렇게 좋을 수가!"를 외치며 손을 맞잡는 그날이 빨리 왔으면 하는 염원을 담아보았습니다.
